Nicolas Hulot, French Minister of State, Minister of Ecological and Solidarity Transition, presented at Weekly Council of Ministers, of September 6th, the bill to end research and exploitation of conventional and unconventional hydrocarbons and various provisions relating to energy and the environment.  1 / The 5th report of the IPCC states that in order to meet the 2 ° C target, the exploitation of 80% of hydrocarbon resources must be abandoned. The first priority of the bill is therefore to halt the search for hydrocarbons:
 - as soon as the law is published, no new hydrocarbon exploration license will be awarded, which will put an end to the search for new deposits;
 - Existing operating concessions can not be renewed beyond 2040, which, by this time, puts an end to exploitation.  - from the moment when the search for hydrocarbons is prohibited and where no shale gas exploration license has been issued to date, no shale gas exploitation will be possible in France.----------------------------------------------------------------------
 2 / The end of hydrocarbon production by 2040 is consistent with the objective of reducing the consumption of fossil fuels by 30% by 2030, with a view to achieving carbon neutrality on the horizon 2050. From this point of view, the halt in domestic production will take place in stages and concomitantly with the reduction in the consumption of fossil fuels. The Climate Plan also provides numerous measures to accompany the French in the gradual reduction of their energy consumption, which will be implemented in the coming months.

 - the transposition of the European directive 2015/1513 on biofuels and ensuring the quality of biofuels in terms of reducing their carbon footprint and sustainability;-------------------------------------------------------------------------------------------------------
 - the transposition of Directive 2016/2284 on the reduction of national emissions of certain atmospheric pollutants.
